Planning for a Sustainable Future: The White Paper - Making it Happen

Breakfast Seminar, Jesmond Dene House, Newcastle: Friday 13th July

The recent publication of the Planning White Paper presents planning and regeneration professionals with another set of challenges and new emphases for local and area development. It promises to simplify and speed up land use planning whilst addressing the issues of economic globalisation, climate change and sustainability.

But what does it mean for local authorities? Certain elements of the Paper have been seized on already for particular attention or debate. These include the independent commission to deal with large-scale infrastructure developments, the perceived presumption in favour of development and its impact on the green belt, reduced timescales and Corporate Engagement Strategies.

At a breakfast seminar at Jesmond Dene House on Friday 13th July, SRC and Nathaniel Lichfield and Partners gave two papers on the implications of the White Paper for local authorities.

In Paper One, Sally Thomas from Social Regeneration Consultants focused on the relationship between local authorities and the community in the context of the new approach to Corporate Engagement Strategies and the duty to involve the community within a framework of consultation that is meaningful and tailored to local circumstances. Sally also highlighted some of the issues that could create difficulties and suggested ways of addressing these.

In Paper Two, Philip Barnes from Nathaniel Lichfield and Partners considered how to develop effective relationships with developers and others to deliver the key objectives of the White Paper. Issues covered included addressing the tests of soundness, responding to the presumption in favour of development and the implications of the removal of the retail need test.
