Project Description The RIEP, in partnership with the North East Neighbourhood Resource Centre, commissioned Social Regeneration Consultants, to carry out a scoping study to establish current activity on engagement and empowerment in the region. This helped the RIEP determine what was needed to support the planning, delivery and monitoring of future work in this area by local and other public authorities. The work was carried out in the context of the government's empowerment agenda, as set out in the ‘Communities in Control: Real people, Real power' White Paper 2008 and in relationship to National Indicator 4 (N.I.4), ‘increasing the number of people who feel they can influence decisions in their locality',
We wanted to find out what each of the local authorities and other relevant public bodies in the region were saying and doing on community engagement and empowerment, what they were planning, what the key issues or barriers were and what support they felt was needed. This involved identifying strategies, programmes and activities, training opportunities, best practice, lessons, pilot projects and any initiatives / activity which demonstrated effective and/or new ways of doing things; it also involved identifying gaps, issues, weaknesses and challenges in the region which may hinder progress.
