Project Description
The RIEP, in partnership with the North East Neighbourhood Resource Centre, commissioned Social Regeneration Consultants, to carry out a scoping study to establish current activity on engagement and empowerment in the region. This helped the RIEP determine what was needed to support the planning, delivery and monitoring of future work in this area by local and other public authorities.


The work was carried out in the context of the government's empowerment agenda, as set out in the ‘Communities in Control: Real people, Real power' White Paper 2008 and in relationship to National Indicator 4 (N.I.4), ‘increasing the number of people who feel they can influence decisions in their locality',


We wanted to find out what each of the local authorities and other relevant public bodies in the region were saying and doing on community engagement and empowerment, what they were planning, what the key issues or barriers were and what support they felt was needed. This involved identifying strategies, programmes and activities, training opportunities, best practice, lessons, pilot projects and any initiatives / activity which demonstrated effective and/or new ways of doing things; it also involved identifying gaps, issues, weaknesses and challenges in the region which may hinder progress.

Carrying out research into community empowerment., looking at 12 case studies across the country, identified by the Scottish government and COSLA. It involved visiting all of them, talking to those directly involved and helping to tell their stories.

Each case study found out what they were set up to achieve; how it has been organised; a timeline of progress; funding, particularly the balance between internal resourcing/volunteering and external grant support; main achievements; exploring the challenges and barriers that each case study has faced and overcome and what could usefully be passed onto others in terms of learned experience; drawing out lessons from any internal or external evaluations that have been completed or are in progress; discussing and recording where each case study intends to go next and how they feel they might get there
