This project comes at a critical time for the region and, indeed, the country. There is an increasingly fervent policy debate about shifting power and control to individuals and communities. The aim is to enable greater self-reliance, self-governance and responsibility in communities and release greater efficiency and effectiveness in the public sector. This will require a number of pre-conditions, such as structural and organisational change, a redistribution of resources, the adoption of the necessary values, principles and skills which can promote and enable the change.
